BOSTON — New England fishermen looking for relief after a debilitating cut in the yellowtail flounder catch may soon find help from the booming scallop industry.

Scallopers inevitably snare yellowtail by accident. So regulators trying to protect the struggling species give them a yearly catch quota they can’t exceed. But the scallop industry works hard to avoid yellowtail. If they catch below their yellowtail quota, they can transfer what’s left over to a fishing industry desperate for it.

This year, there are indications they can shift hundreds of thousands of pounds of unneeded quota in the Georges Bank fishing grounds to fishermen.

No matter how much the scallop fleet can transfer, fishermen won’t escape major pain from the huge Georges Bank yellowtail cut enacted May 1 Cheap windows 7 key, said Maine fisherman Jim Odlin.

Still, there’s no doubt fishermen need the extra fish, he said.

“If you can stay in business five more months, it’s what you want to do, right?” Odlin said.

Last week, three fishing industry groups asked federal regulators to immediately transfer 150 metric tons of yellowtail quota on Georges Bank from scallopers to fishermen.

Beyond such possible short-term relief, scallop industry-funded research on gear changes and other ways to avoid yellowtail could further reduce the amount of yellowtail scallopers take.

The yellowtail flounder is not a particularly valuable fish. But the price to fishermen and scallopers for exceeding their catch limits is severe — fishery-wide shutdowns and closures. So low limits on its catch prevent fishermen from chasing the more valuable or abundant fish yellowtail swim among.

Odlin said that already this year, his boats have stayed out of parts of Georges Bank he knows are haddock-rich because he fears catching too much of his yellowtail quota.

Ron Smolowitz, a researcher and the technical adviser to The Fisheries Survival Fund, a scallop industry group, said scallopers always want to be certain regulators give them a sufficient yellowtail quota. But they also don’t want to take more than they need.

“Perception is very important,” Smolowitz said. “You don’t want to be perceived as greedy, rich people and these other guys are starving to death.”

The success of the scallop industry has made New Bedford the top revenue fishing port in the country for more than a decade. Total revenues for the scallop industry, which extends to North Carolina, nearly quadrupled from $120 million in 1994 to $450 million in 2010, in inflation-adjusted dollars, according to a federal report.

Meanwhile, fishermen who chase bottom-dwelling groundfish, such as cod Server 2008 Key, flounder and haddock, are getting hammered with cuts they say their industry might not survive.

Among the worst of it: a 22 percent cut this year in the cod catch in the Gulf of Maine with a far bigger cut looming in 2013. On Georges Bank, east and southeast of Cape Cod, fishermen got whacked with an 80 percent cut in yellowtail, from about 1,140 metric tons to 218 metric tons.

This year, the scallopers’ yellowtail quota in Georges Bank (305 metric tons) is actually larger than what fishermen are getting. But a recent projection by regulators, amid shifts in where and how efficiently scallopers are fishing, says the fleet will likely only catch 68 metric tons of yellowtail there.

That dropping estimate prompted the Northeast Seafood Coalition, Cape Cod Commercial Hook Fishermen’s Association and the Associated Fisheries of Maine to request that the National Oceanic and Atmospheric Administration immediately transfer at least 150 metric tons of the excess quota to fishermen.

“The sooner we do it, the more stability we can add to the industry,” said Tom Dempsey of the hook association.

Dan Morris, the Northeast’s acting regional administrator for NOAA, said a group of industry, environmentalists and regulators formed to address the yellowtail problem plans to hold a public hearing by the end of this month. A recommendation on the request could follow at a mid-June meeting of regional administrators.

Meanwhile, research continues to try to make yellowtail rarer in scallop dredges.

For instance, moving up the “cutting bar” that precedes the chain bag where scallops are collected can give the fish earlier warning, and time to swim up to avoid it, Smolowitz said. So could a “tickler” chain that precedes the dredge. So-called windows can also be placed in the dredge in places where flounder could escape, but scallops won’t be lost.

In addition, researchers are working on ways to report in real time where yellowtail are being caught, so other fishermen and scallopers can be notified and avoid the area.

“Scallopers have gone a long way toward reducing their impacts,” Odlin said. “I think that is going to have to be a central part of how we deal with this issue, and not just on the scallop side.”

DUESSELDORF, Germany (Reuters) – Chancellor Angela Merkel’s conservatives suffered a crushing defeat on Sunday in an election in Germany’s most populous state, a result which could embolden the left opposition to step up its criticism of her European austerity policies.

The election in North Rhine-Westphalia (NRW), a western German state with a bigger population than the Netherlands and an economy the size of Turkey, was held 18 months before a national election in which Merkel is expected to fight for a third term.

She remains popular in Germany for her steady handling of the euro zone debt crisis, but the sheer scale of her party’s defeat leaves her vulnerable at a time when a backlash against her insistence on fiscal discipline is building across Europe.

According to first projections, the centre-left Social Democrats (SPD) won 38.8 percent of the vote and will have enough to form a stable majority with the Greens, who scored 12.2 percent.

The two left-leaning parties had run a fragile minority government for the past two years under popular SPD leader Hannelore Kraft, whose decisive victory on Sunday could propel her to national prominence.

Merkel’s Christian Democrats (CDU) saw their support plunge to just 25.8 percent, down from nearly 35 percent in 2010, and the worst result in the state since World War Two.

“This is not a good evening for Merkel,” said Gero Neugebauer, a political scientist at Berlin’s Free University.

“The SPD is strengthened by this election, which will stir things up in Berlin.”

The blow comes only two days before France’s new president, Socialist Francois Hollande, is due to visit Berlin and press Merkel for a shift away from austerity and more emphasis on growth-oriented measures in Europe.

Other big countries like Italy also want Merkel to take a more balanced approach to the debt crisis and an election in Greece last week showed massive public resistance to tough austerity.

SPD MOMENTUM

Hollande’s victory replica watches, coupled with the NRW result, is bound to give the SPD, which still trails Merkel in national opinion polls, new momentum before the federal vote in the autumn of 2013.

The chancellor needs the support of her rivals to pass a new “fiscal compact” that is meant to anchor budget discipline across the EU. The SPD is already pressing her to delay a parliamentary vote on the pact, keen for her to commit to new growth measures beforehand.

Many in her party will blame the result on regional leader Norbert Roettgen, Merkel’s environment minister in Berlin, who bungled his campaign early on by refusing to commit to staying in the state in the event of a loss.

Roettgen ran on a platform of budget consolidation in a state that, with 180 billion euros in debt replica watches, is Germany’s most indebted. Kraft, on the other hand, advocated a go-slowly approach to debt reduction, emphasizing the need to invest in cities, education and childcare.

The upstart Pirates, a new party that campaigns for internet freedom, continued their strong run at regional level, making it into their fourth straight state parliament, winning 7.6 percent of the vote.

NRW, a diverse state with struggling cities in the rust-belt Ruhr region and home to one third of Germany’s blue-chip companies, has a history of influencing national politics.

Seven years ago, a humiliating loss for then-Chancellor Gerhard Schroeder’s SPD in the state prompted him to call early elections, which he subsequently lost to Merkel. ($1 = 0.7726 euros)

Many religious private schools burden students with books upon books of homework in both Judaic and secular studies. In addition, the typical Hebrew day school ends at 4 or 5 o’clock. Students can find a lot of resources online — as long as they don’t tell the teacher. Some schools have the ridiculous policy of banning the Internet when such a ban is simply unenforcable and unrealistic in the 21st Century.

When one thinks of the mountainous efforts of getting a meeting/rally together for the purpose of abolishing the Internet, you have to ask yourself, “Why?” There are many problems facing the Jewish community: intermarriage, teens-at-risk and divorce. Ridiculous, unenforceable bans just serve to divide the Jewish community. We should be talking about bringing the downtrodden back into the fold, and defending Judaism from negative public opinion.

It is easy to ignore the issues and issue an across-the-board ban on the Internet. Nevertheless, this is not the answer. The Internet issue is a private one that parents should work out with their kids. There are many tools available to parents today for the monitoring of their children online. Parents should also be alert as to who their children’s’ friends are and what kind of influence they have. A pre-teen was recently abused in upstate New York by a man he met on Xbox Live of all places. While his parents should not be blamed, we all should keep track of our children’s online activity. This is not a reason to ban the use of the Internet.

Marion Barry managed to insult the Asian American community earlier this month by saying that “dirty” shops in his ward ought to go. Last week, he did it again by criticizing the presence of immigrant nurses and in particular Filipino medical professionals.

“In fact, it’s so bad that if you go to the hospital now, you’ll find a number of immigrants who are nurses, particularly from the Philippines,” Barry said at a council hearing Monday. “And, no offense, but let’s grow our own teachers, let’s grow our own nurses so that we don’t have to be scrounging around in our community clinics and other kinds of places having to hire people from somewhere else.”

Barry was grilling University of the District of Columbia (UDC) officials on their nursing program and demanding that they identify and train unemployed District residents.

The councilmember might have meant no offense, but much was taken.

A coalition of D.C. Asian American advocacy groups launched the Say Sorry Barry Campaign Wednesday, urging D.C. Councilmember Marion Barry to apologize for his insensitive remarks toward the Asian American community. The group asks Barry to stop using divisive rhetoric and to understand that his Asian American constituents deserve the same respect as other District residents.

The campaign issued a letter, part of which reads:

“We take issue with Councilmember Barry’s claims that Filipino nurses, teachers and immigrants are not members of “our” community. In saying so, Councilmember Barry dismisses immigrants’ talents and contributions to our neighborhoods because of who they are and where they come from.”

The letter has received support from 27 local and national Asian Pacific American advocacy groups including Filipino Americans for Progress, the Japanese American Citizens League Handmade Tattoo Machine, and the Sikh American Legal Defense and Education Fund.

The Philippine ambassador to the United States also cried foul Glitter Tattoo Kits, and issued a statement Wednesday condemning Barry for “intolerant and narrow-minded comments.”

There are several ways for charitable patriots to augment their support for the federal government, but sending a little extra something with their tax payment isn’t one of them. When the IRS receives checks for more than an individual owes, it simply refunds the money. The agency recommends that you send your donation to the Treasury’s Bureau of the Public Debt.
